 Apparently the pink pipes are a feature of Berlin but they aren't always in the same place. Berlin is built on marshy ground so all construction projects require large amounts of water to be pumped out of the ground. The city doesn't allow it to be dumped into the sewers so temporary pipes like this are used to take it away.
